The first section of the Lewistown Narrows project, A10 or the Arch Rock interchange, was constructed by Glenn O. Hawbaker, State College, at a cost of $12.9 million. Work got underway in April 2002 and was complete in fall 2003. The interchange is located in Juniata County, north of Mifflintown, on Route 22/322.

The contractor reconstructed the "half-diamond" interchange to create a "full-diamond" interchange for access in all directions. Construction activities included removal and replacement of the two existing bridges. The two existing access ramps were improved and two were added, an eastbound access from Arch Rock Road onto Route 22/322 and a westbound exit from Route 22/322 toward the Mifflintown area.
